Constitution and By-laws Amendments

Amendments to the HPAE Constitution and changes in the By-Laws may be proposed by any local in good standing or the State Executive Council of the HPAE, for action at the convention provided that such amendments and changes have been submitted in writing to the State Executive Council no later than 60 days (August 3) prior to the opening of the convention. The State Executive Council shall provide all locals with a copy of the proposed amendments no later than 30 days (September 5) prior to the opening of the convention.

Amendments to the Constitution and By-Laws shall require a two-thirds (2/3) vote of delegates present at the convention.

Resolutions

Resolutions to the convention may be introduced by members, locals, or the State Executive Council of the HPAE. The resolutions shall contain the title and shall be submitted to the State Executive Council in type written form no later than sixty (60) (August 3) days prior to the opening of the convention. The State Executive Council shall provide all locals with a copy of the proposed resolutions no later than thirty (30) (September 5) days prior to the opening of the convention.
