Summary of Tentative Agreement between HPAE and Rowan University, September 26, 2019

With your support, our Bargaining Team has worked hard to negotiate a Tentative Agreement with Rowan University for Rowan-SOM Professionals and Registered Nurses. We were able to protect the standards we’ve already achieved and made significant improvements to your healthcare benefits. Your Bargaining Team strongly recommends that you vote YES to ratify our new contract.

  • Wages: We were able to win across-the-board increases and a lump sum payment for our negotiations unit employees including: retroactive pay for all negotiations unit employees on payroll at the time of payment.
    • Professional Staff, Advance Practice Nurses, and Staff Nurses
      • October 2019
        • Effective the first full pay period after October 1, 2019, all steps will be increased by 2%
        • Employees hired prior to July 1, 2018, will move one step on the applicable salary scale. There will not be any retroactive payment to any employee as a result of this move on the salary scale.
      • July 2020
        • Effective the first full pay after July 1, 2020, all steps will be increased by 2%. Employees hired prior to July 1, 2019, will move one step on the applicable salary scale effective the first full pay period after July 2020.
      • July 2021
        • Effective the first full pay after July 1, 2021, all steps will be increased by 2%. Employees hired prior to July 1, 2020, will move one step on the applicable salary scale effective the first full pay period after July 2021.
      • April/July 2022
        • Effective the first full pay period after April 1, 2022, all steps will be increased by 2%. Employees hired prior to July 1, 2021, will move one step on the applicable salary scale effective the first full pay period after July 2022.
  • Lump-Sum Payments: for those employees at the top of their applicable salary scale, there will be a lump-sum payment. Employees must be actively employed to receive the payment.
    • October 2021
      • Employees who have completed at least 24 months of the top step in their title/range on or before October 1, 2021 and who remain in that same title/range as of October 1, 2021 shall receive a $750.00 lump-sum payment. Employees who have completed at least 36 months of service at the top step in that same title/range as of October 1, 2021 shall receive an additional $250.00 lump-sum payment.
    • October 2022
      • Employees who have completed at least 24 months of the top step in their title/range on or before October 1, 2022 and who remain in that same title/range as of October 1, 2022 shall receive a $750.00 lump-sum payment. Lump-sum payments will be prorated for part-time employees.
  • Term of contract: July 1, 2019 and expires June 30, 2023.
  • Health Benefits: Active employees shall have the option to enroll in the new PPO plan provided by the current state health benefits providers (currently Horizon (NJ Direct) or Aetna (Aetna Freedom), or one of the currently offered HMO plans, Tiered Network plans, and High Deductible Health plans. Open enrollment shall be scheduled as soon as practical after ratification.
  • NJ SAFE Act: The University will comply with the New Jersey SAFE Act to the extent applicable.  This law provides employment protections for victims of violence to deal with the aftermath of the abusive act.  The SAFE Act allows 20 days of unpaid leave for victims of violence to deal with the aftermath of the abusive.

 

Parking

Due to your hard work and efforts with the membership petitions and at the negotiations table, we had numerous conversations with rowan in an attempt to resolve these parking issues. Unfortunately, we were not able to make any financial changes to the contract language regarding parking at this time, but we were able to achieve the following:

  • Continue to work with the University through the Labor Management meetings
  • Continue to work with CWA in a coalition effort to make changes
  • Rowan is committed to adding 80 new parking spots by the end of the school year
    • 30 spots at 109 Laurel Road
    • 50 spots when the business office and CBO moves off campus
  • If there is no parking when you come in, you can permission from Public Safety to park in the visitors’ lot.
