HPAE local 5094 Clarification on FY25 Raises
Several members have reached out regarding the July 1, 2024 contractual raise (fiscal year 2025), stating that they received their step movement but do not see the 1.6% across-the-board increase. We wanted to ensure everyone understands how the raise works and how it is displayed in your compensation history in your Rutgers portal.
The way the raise works is as follows:
- all grades/steps are increased by 1.6%
- all employees on payroll as of June 30, 2024 move up one step (with the 1.6% increase built in)
- this is simultaneous – one raise per fiscal year
- The total raise averages out for all 5094 unit members to 3.5% (counting the step movement and 1.6% increase)
- You will only see one salary change in your compensation history. Please note that the change in fiscal days is not your raise.

In terms of when you will actually see the raise in your pay, it should be processed by the second paycheck in July, retroactive to July 1, 2024. Your compensation history is adjusted separately and should show the step movement and across-the-board raise in a single salary change, as explained above.
